Summary of Duties:
Supervises and performs tasks related to the installation, repairing and maintenance of the storm and sanitary wastewater collection infrastructure, including SWM treatment facility services in the City of Woodstock. A demonstrated leader who is responsible for the efficient organization of tasks within a work crew and reports progress to the Supervisor.
Duties and Responsibilities:
Follows the direction of Public Works Supervisors in the performance of duties. Assistant Supervisor, Wastewater is responsible for, but is not limited to the following:
- Major duties include:
- Receives daily and/or weekly job assignments for completion from the Supervisor, Public Works.
- Acts as job-site liaison person in dealing with the general public and outside entities such as Bell Telephone, Provincial Ministry personnel and contractors.
- Arranges for utility locates in advance of planned work.
- Ensures activities of assigned crews are coordinated and work is performed in a safe and efficient manner.
- Arranges for and ensures proper equipment and installation procedures are used and records material and equipment used.
- Prepares and instructs other skilled operators and wastewater operators and students of their daily and/or weekly job assignments in the absence of the Supervisor.
- Completes a daily record detailing work done, equipment used and staff assigned to perform the tasks.
- Ensures that employees understand their duties and that work is carried out in accordance with Occupational Health & Safety standards.
- Monitors inventory levels and re-orders stock as required.
- Works without supervision, individually or as the leader of a team.
- Performs the duties of the Operator in Charge (OIC) such as
- set operational parameters or direct or instruct other operators on the same
- operate processes safely and in accordance with the respective manuals and procedures
- make adjustments as needed
- ensure specific regulatory and internal procedures records are maintained
- ensure equipment properly monitored and maintained with respective records being prepared
- Supervises and preforms all duties involved with winter maintenance operations to ensure compliance with Minimum Maintenance Standards and City operating procedures. Maintains all required forms, documentation and data entry in work management system related to winter maintenance operation
- Inform the supervisor of any Health & Safety or wastewater related non-compliance,
- Performs other duties as assigned.
Qualifications:
Essential
- Secondary School Diploma or equivalent, as determined by the Corporation
- Valid Wastewater Collection Operator Certificate, with a minimum Class 1 and working to obtain a Class 2 certificate within a specified period of time
- Demonstrated ability and experience supervising a team of at least 6 employees
- Strong organization and communication skills, both written and oral
- Knowledge and experience of tasks performed in the Public Works Department
- Strong understanding of the requirements under Ontario Occupational Health and Safety legislation and City policies and procedures
- Ability to effectively deal with the others in a tactful and professional manner
- Knowledge of current Minimum Maintenance Standards and maintenance procedures
- Familiar with computer software applications such as, MS Office, and work management
- Certified in WHMIS, Standard First Aid and CPR, Confined Space Entry, and Traffic Control
- Must have or attain certification to the required level for wastewater collection
- Must have or attain courses required for CRS intermediate level including the TJ Mahoney construction and maintenance course
- Willingness and ability to respond to after-hour calls for emergencies and overtime
- Attend all training as deemed necessary by the corporation
- Valid Class “DZ” Driver’s License in good standing
- Good physical condition
Working Conditions:
- Subject to working in all weather conditions. Subject to dust, noise, sewage and driving in adverse road conditions. Subject to shiftwork and overtime as required.
